Not every funded project creates development.
We accept work only when the conditions allow genuine capacity, responsible power and sustainable progress.

Before we build
A good idea still needs the conditions to turn on.
PDC can build from very little. But activation requires some combination of authority, committed ownership, resources and permission to act. We identify those conditions early—so a strong design is not mistaken for a ready launch.
If the conditions do not exist yet, that does not end the work. It defines the first phase.
