PDC begins by understanding the question, the surrounding system and what is already available. If there is a useful role for us, we define the first phase together.
We clarify the real problem, intended change and the context in which it must work.
We identify what already exists, what is missing and which conditions are preventing activation.
That may be diagnosis, program design, operating development, activation support—or an honest decision not to proceed.
You do not need to be ready
A program needs some combination of authority, committed ownership, access to the right people, resources and permission to act. You may not have all of that yet.
